JOB DESCRIPTION SUMMARY
Ensures that quality nursing care is rendered to all patients in accordance with Michigan Nurse Practice Act, the
Health Department and Public Health Service Division standards. Maintains a safe care environment for clients.
Demonstrates leadership skills. Participates in mentoring program to help expand and strengthen base of
epidemiology and public health nursing. All clinic public health nurses are responsible for communicable disease
reporting, collection of data and follow-up.

ESSENTIAL FUNCTIONS
• Formulates a written care plan with assigned patients and/or significant other.

• Orients new clients to health department policies and services. Patient’s rights, client concerns, ER plan,
etc.

• Provides health care teaching in relation to client’s condition/needs.

• Reports adverse or unexpected developments to physician and/or supervisor.

• Ensures client identification prior to the administration of drugs, treatments, or immunizations. Adheres
to the six rights of medication administration: drug, client, time, dose, route, documentation.

• Ensures the accurate collection, labeling, and timely delivery of specimens.

• Implements Universal Precautions, infection control and isolation procedures when appropriate.

• Participates in implementation of new policies and procedures, forms and other planned changes to
improve client care.

• Participates in resolution of problems affecting quality of nursing care.

• Responds with professional judgment in emergency situations and in accordance with policy.

• Contributes to the evaluation of staff members and volunteers.

• Participates in record review.

• Participates in staff meetings, patient conferences, nursing committees, task force activities, and discharge
planning.

• Participates in weekend and evening work, as needed, for client services.

• Confers with other disciplines, coordinates client care and team function, and refers to community
resources according to prioritized needs.

• Speaks to groups in area to increase visibility of Health Department services and to meet area needs.

• Represents Health Department in community at designated conferences, workshops, professional
meetings, health fairs, etc. utilizing Health Department booth display where appropriate.

• Maintains certification and credentialing.

• Participates in required and voluntary continuing education programs to reach professional growth
objectives.

• Prepares and provides appropriate material for educational workshops, lectures, and training events.

• Provides or assists with in-service education and orientation of new and existing staff, and students.

• Provides for client safety/ease of care through preventive measures.

• Identifies the health status of assigned clients including physical, social and emotional needs. Identifies
and evaluates patient and family learning needs, ability and readiness to learn and documents
appropriately.

• All other duties as assigned.

Other Functions:
• During a public health emergency, the employee may be required to perform duties similar to but not
limited to those in his/her job description.

• Recognizes that positive employee relations are a necessary precedent for positive client relations.
Provides assistance when seeing another in need. Contributes to the team effort of providing superior
customer service to enhance the image of the Health Department. Refrains from holding negative
conversations about duties, assignments, co-workers and clients. Adheres to Health Department telephone
courtesy standards for answering, placing and transferring calls, as well as general telephone use. Does
not allow personal telephone calls or visitors to interfere with telephone responsibilities, public
encounters or customer courtesy to others. Demonstrates an effort to assure that customers/clients wait in
definite expectations of when and how they will be served. Professionally addresses others (smile,
handshake, eye contact, voice, posture, grammar, grooming and dress). Responsible for promoting and
securing potential clients and referrals.

An employee in this position may be called upon to do any or all of the above tasks. (These examples do not
include all of the tasks which the employees may be expected to perform.)


EMPLOYMENT QUALIFICATIONS
Education: Graduation from an accredited school of nursing; Current State of Michigan nursing licensure, or
eligibility for licensure with application for temporary license; Public Health nursing experience; ANA CHN
Certification preferred, but not required.

Experience: 2 years working in medical/surgical facility, preferred but not required.

Other Requirements: Current CPR certification. Possession of a valid Michigan driver’s license. Ability to
provide own transportation.

• Works in office conditions and travels throughout community to work in homes and other locations where
services are delivered.
• Exposure to environmental hazards.
• Handles household hazardous waste materials.
• Exposure to communicable diseases and blood and other bodily fluids.
